"Please view your private key" nag screen

Once the user has received a certain amount of money, or after making a certain number of transactions, we should spawn a modal that informs the user about their 12 word recovery phrase and prompts them to view/verify it.

The modal should have these options:

Remind Me Later
Learn More

"Learn More" should bring them to the manual (#32) and the manual entry should include the "view seed phrase" component that currently lives in SettingsWalletView.

"Remind Me Later" should cause the nag screen to appear more and more frequently if the user continuously defers viewing their seed phrase.

At a certain threshold of money or at a certain threshold of reminder attempts, the user should no longer get the choice to defer if they still have not even LOOKED AT the seed phrase. (Use the key_viewed column from the wallets table)

There is currently an unused key_verified column in the wallet table as well.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
