Info bubbles / help mode

Help provide contextual information to the user in some places via tooltip.

Some tooltips may have a "Learn More" link that leads to a Manual entry (#96 (closed)) on the website

Initial thought is some kind of ℹ️ button but let's do a little bit of UX research. What do Nielsen et al say about such buttons?
