Address management tool / static address tool

some equivalent to EC's address view. (we have an "experimental" address scan tool that lists addresses)

for example, I have a wallet that has multiple addresses that are reused for accounting purposes (change addresses are disabled)

of course, there's a privacy concern with that, but that's a separate issue. we need to support this use case. I can't even use this wallet with selene because it will clobber my accounting.
