Option to disable instant pay for URL/NFC app entry

With the scanner, we have a warning in case you forgot instant pay is on.

With URL/NFC, someone could request funds that you didn't intend to send because you weren't able to inspect the request first.

So we should have switches for what conditions instant pay works under.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
