(Web) Pull-to-refresh on mobile browsers breaks if we're not on main wallet page

see also #509 (closed) which is now relevant.

Also notably, some pages (like explore and settings) don't even allow pull-to-refresh. We should find a way to limit this just to the wallet page. But even then, we have to be mindful of manual refreshes and make sure the wallet can restore state from any page at this point.
