Create a new app: Badger Banner

Any Selene user can put out a message to the rest of the Selene userbase (displayed in a box on the Explore tab) by burning a given amount of BADGER (from badgers.cash). Starts at 1 000 BADGER floor. They submit the message in a small text form limited to 200 characters, and must burn "X" amount of BADGER as part of sending in their message. Then this displays in the Explore tab for all Selene users to see. HOWEVER, any other user can replace it with a button below the "Badger Banner" (which is like an embedded, non-interactive tweet) by outbidding them with 2x or more the amount of BADGER (ie user 1 pays 1 000, user 2 can replace for 2000 or more). In order to promote a circulation of messages, the "required buy in" decreases every 6 hours by 10%. IE user 1 buys in for 1 000, 6 hours later that shrinks to 900 (so replacement can happen for 1800 badger), then 6 hours later it shrinks again to 810 (so replacement can happen for 1620 badger) and so on.
